The 2010 dues are $346.00. This rate reflects a dues increase from the Pennsylvania Association of REALTORS® (PAR). PAR dues increased from $95.00 to $105.00. The Greater Harrisburg Association REALTORS®, National Association of REALTORS® and Public Awareness Assessment portion of dues remains the same as the previous year.

INFORMATION SESSION: FEBRUARY 3 - HOW DO THE
RECENT CHANGES TO RESPA THE GFE AND HUD-1 AFFECT ME AS A REALTOR®

Caldwell and Kearns will be here to discuss how the recent changes to RESPA will affect REALTORS®. The session
will highlight the following: What Type of Transaction Does RESPA Apply To, What
Areas of Real Estate Are Not Governed by RESPA, What Precipitated the New RESPA
Revisions, What Are The Changes In The Good Faith Estimate (GFE), How Has The
HUD-1 Changed.

license in May 2010 you will need to complete a required course for new
licensees during the 2008-2010 renewal period. GHRI is offering the General

PARAGON TRAINING SCHEDULE
Training classes have been scheduled on the following dates for the PARAGON

Basic class will be held at 9:00 a.m. The Basic Class covers simple searches, descriptions of terms used in the PARAGON system, introduction to input sheets, CPML input rules for paragon as well as system requirements. The Basic Class also provides a brief look at the financial program.
Advanced class will be held at 1:00 p.m. The Advanced Class covers creating CMA's and using the Contact Manager to manage clients as well as send automatic emails.
You need only
attend one day, but you may attend more than one class if you choose. Please

FAQS OF ACT 14 OF 2009
For the past several years, PAR has been working to amend the
Real Estate Licensing and Registration Act (RELRA) in two key areas. In
early July we helped to pass what is now Act 14 of 2009, which takes effect
on September 4, 2009.
The first change allows licensees to be paid through "qualified associations" that are established by one or more licensees affiliated with the same broker. Up until this change, the law required that brokers pay licensees directly and not through any sort of a corporate entity. Now, brokers can pay to (and licensees can be paid as) certain entities as laid out in the law.
There are a number of issues to be considered when deciding whether or not to establish a qualified association. These include:
The second change clarifies a number of issues relating to escrow requirements. The biggest change to the escrow rules now permits brokers to release escrow where there is a dispute between the parties if the parties agreed in advance how the money should be distributed in the event of an unresolved dispute. The PAR Standard Forms Oversight Committee will be working on appropriate forms language to assist members in handling this issue.

U.S. TREASURY
UNVEILS SHORT SALES ASSISTANCE PROGRAM
On November 30, the U.S. Treasury Department unveiled its Home
Affordable Foreclosure Alternatives Program (HAFA). HAFA is part of the Home
Affordable Modification Program (HAMP), and it provides incentives in connection
with a short sale or a deed-in-lieu of foreclosure (DIL) used to avoid
foreclosure on a loan eligible for modification under the HAMP program. The HAFA
program does not apply to loans owned or guaranteed by Fannie Mae or Freddie
Mac, as both these entities will be issuing their own versions of the HAFA
program in the coming weeks.

U.S. HOUSE OF
REPRESENTATIVES PASSES DATE SECURITY BILL
On December 8, the U.S. House of Representatives approved HR 2221
(Rush D-IL). This legislation would set national standards for notifying
potential victims of identity theft when their personal information that is
stored electronically is improperly exposed. This legislation now will move to
the U.S. Senate for consideration.

HOUSING FINANCE AGENCY RESTARTS TAX CREDIT ADVANCE LOANS
The Pennsylvania Housing Finance Agency announced that it will use an
additional $5 million to fund its Tax Credit Advance (TCA) loan program.
The TCA program provides interest-free loans to use towards down payment and/or
closing costs. If the TCA loan is repaid by June 30, 2010, the loan is
completely interest-free.

CAMP HILL
COUNCIL MEETS; NO MOVEMENT ON POINT OF SALE
On December 9, the Camp Hill Borough Council had its final meeting of
2009. During this meeting, the Council did NOT consider the two proposed
point of sale ordinances. These two proposed ordinances will required
mandatory inspections of a property’s sewer lateral connection and
sidewalks/curbing prior to the transfer of the property. Since this issue began
in early 2009, GHAR has been adamantly opposed to the ordinances and has been
engaging Council on this issue. To date, the Council has NOT passed either
ordinance. Borough Council will meet again in January 2010, and will swear
in two new members. Council members also will be working to fill a vacancy on
Council. GHAR will continue to monitor the situation to ensure that these
ordinances are not approved. Please watch for more information on this issue in
